David Wilson is the Founder and Chief Executive Officer of Elite Insurance Group (EIG). He started the company in 2007 as an agent in the field and continued writing business through approximately 2013—building EIG while serving clients face-to-face. That hands-on chapter shaped the ethos that still defines the company: built by agents, for agents.

Under David’s leadership, EIG has grown into a nationally recognized FMO specializing in Medicare. The growth playbook is straightforward and disciplined: transparent compensation and contracting, practical training tied to real-world selling, compliant marketing enablement that actually moves the needle, and systems that remove friction from onboarding through renewal. David’s focus is long-term relationships—aligning EIG with agents and agency partners so everyone grows together and clients are better served.

He partners closely with EIG’s executive team to ensure strategy becomes repeatable execution and that the culture stays field-first. As the business scales, David keeps the mission clear: empower professionals, protect clients, and grow responsibly.

Hunter Davis is the Chief Operating Officer of Elite Insurance Group, having begun his career with the company in 2011 as a street-level field agent alongside founder David Wilson. After five years serving clients in the field, he moved into agency operations and marketing in 2016, where he built the processes and training that enabled responsible scale. Promoted to COO in 2017, Hunter leads with transparency—clear processes, clear compensation, and compliance you can trust—so agents and agency partners always know where they stand.

In 2020, Hunter partnered with David to create EIG’s career agent model, designed to accelerate producer growth while keeping business operations controlled and compliant. That model, combined with practical automation, repeatable onboarding, and aligned marketing enablement, has helped agents grow sustainable books and strengthened EIG’s partner ecosystem. Day to day, Hunter turns strategy into execution: simplifying contracting, sharpening QA and compliance, and aligning marketing investments to measurable outcomes.

Hunter’s priorities are simple and consistent: be transparent, grow agents and agencies, and protect relationships. His field background keeps EIG grounded in real client needs; his operational rigor keeps EIG moving—scaling the business the right way and delivering on promises to partners and the seniors they serve.

Clay Waterbury serves as the Director of Growth and Partnerships at Elite Insurance Group, where he leads partner-facing growth strategy, agency development, and the support structures that empower Elite’s nationwide network of agencies and producers. As the primary point of contact for day-to-day agency support, Clay manages onboarding and contracting across all Medicare, Life, and ACA carriers, ensuring a smooth and efficient experience for new and existing partners. He also oversees Elite’s enrollment platforms and collaborates with the COO on initiatives that enhance the organization’s partnership experience and field-facing support.

At Elite Insurance Group, Clay consults directly with agency partners on growth strategy, helping them optimize recruitment, strengthen sales performance, and build scalable operational models. His expertise includes revenue and P&L analysis, Medicare carrier funding oversight, data analytics, project management, process development, contract negotiation, and strategic planning. He also supports training and education initiatives that support agency development, compliance awareness, and improved operational consistency across Elite’s partner network.

Known for combining strategic insight with hands-on support, Clay plays a pivotal role in shaping the growth and success of Elite Insurance Group. His leadership focuses on building strong relationships, enhancing partner experience, and developing the systems and strategies that enable agencies to thrive while delivering exceptional service to the clients they serve.

Will Dykes serves as the Chief Compliance Officer for Elite Insurance Group, where he leads the organization’s compliance strategy, regulatory oversight, and enterprise-wide training initiatives. In this role, he is responsible for ensuring that Elite’s national network of agents and agencies operate with the highest levels of integrity and in full alignment with Medicare guidelines and state and federal regulations.

Will joined Elite Insurance Group in 2016 as a broker agent, quickly distinguishing himself through strong performance and a client-first philosophy. His career progressed into leadership, first as Vice President of Sales and Marketing, where he helped shape growth strategy, agent development, and brand positioning. This combination of frontline sales experience and senior leadership laid the foundation for Will’s transition into compliance, providing him with a unique 360 degree understanding of agent operations, consumer needs, and regulatory expectations.

Today, Will is recognized for his pragmatic approach to compliance, balancing regulatory rigor with real world operational insight. He serves as a trusted advisor to agents, internal teams, and executive leadership, guiding them through evolving Medicare rules and industry best practices. His work includes developing compliance protocols, overseeing audits, refining internal policies, and delivering training that empowers agents to engage in ethical, compliant, and effective consumer interactions.

Beyond his compliance responsibilities, Will continues to leverage his marketing background to support initiatives that expand Elite’s reach and help connect clients with the health care coverage they need. His commitment to integrity, education, and consumer advocacy is central to Elite Insurance Group’s mission and culture.

As Chief Marketing Officer of Elite Insurance Group, Marques Pagan leads the company’s marketing and technology strategy with a clear focus on innovation, efficiency, and scalable growth. With more than a decade of experience in insurance marketing, agent training, and enterprise level technology development, Marques brings a unique blend of creativity and technical expertise to Elite’s leadership team.

Marques began his career in the insurance industry at Innovative Financial Group as a National Sales Trainer specializing in mortgage protection. There, he established a strong reputation for delivering practical, high impact training that empowered agents to close more business and build stronger client relationships. From 2019 to 2023, his role expanded significantly as he served as Director of Automation and Process. In this capacity, he led the development of advanced systems and workflows that improved operational efficiency at scale, earning recognition for his ability to merge technology with real world agency needs.

His success later elevated him to the role of Leader of Technology and Marketing, where he oversaw enterprise marketing initiatives, technology integrations, and system optimizations that supported nationwide expansion. Marques’ experience implementing cutting edge software, improving organizational efficiencies, and managing vendor relationships has positioned him as a driving force behind modernizing the insurance marketing landscape.

At Elite Insurance Group, Marques oversees marketing strategy, technology implementation, reporting, system efficiencies, and vendor partnerships, while also spearheading the company’s long term vision for technology driven growth. His mission is to ensure Elite continues to lead the IMO and FMO space by deploying innovative tools, resources, and solutions that help agents and agencies excel in a rapidly evolving industry.

Beyond his professional achievements, Marques is a devoted husband to his wife of 10 years, Ashlee, and a proud father to five daughters. His dedication to family reflects the culture of Elite Insurance Group, which is rooted in loyalty, growth, and excellence.
